Michael,

On your final two points. Are you missing anything? Just peer review. Adding peer review is perfectly compatible with what you've sketched. But it's a new layer of difficulty.

A list of OA journals? See the Directory of Open Access Journals,
http://www.doaj.org/

BTW, for more, see my Open Access Overview, Newsletter, and Timeline. For the links, see the sidebar of my blog, Open Access News,
http://www.earlham.edu/~peters/fos/fosblog.html

Best,
Peter Suber

Michael, as one of the potential pieces, are you familiar with OAIster? http://oaister.umdl.umich.edu/

"OAIster is a project of the University of Michigan Digital Library Production Service. Our goal is to create a collection of freely available, previously difficult-to-access, academically-oriented digital resources that are easily searchable by anyone."
